Photosohp has a Video De-interlacing filter, but 1) it's not great, and 2) it only works for static images I'm afraid.

Can't Premiere access all of Photoshop's filters, or am I imagining that?

Doesn't VirtualDub have lots of shmexy deinterlacing options? I wouldn't expect it would completely salvage it, and it's quite possible I'm entirely making this up, but it might be an option....if I'm not just lying.

The problem isn't that I don't have a deinterlacing filter to hand, though, rather than that this HDV footage has had 480i lines removed rather than 1080, resulting in the large wibbly effect (technical term, dears, technical term) whenever any bugger moves.

I'm going to admit defeat and hunt down the bastard who lost that tape.
Yes, you're not going to be able to make good that clip at this stage. Get the original tape.

I suppose re-shooting the scene is out the question?

It's a LONG shot, but have you checked down the back of the sofa for the original tape? You might be surprised.

On the other hand, I'd recommend taking a large hammer to the offender.
