Well that altogether depends on what you indend to use it for.
But as your own avatar? No.

I personally always wanted to put a avatar of a TV character like: Rimmer, Homer or Bender but I believe that isn't allowed is that correct

So in conclusion it's still no.
The rule about face-only avatars is nice and simple. Being able to see an image of the author next to their message adds something to my idea of them, where an image of Bender or Homer does not. Of course it's a personal choice to display or not, but I'd be happy to see more participating.
How do I post my own image on the web then, I have some images I would like to post on the web but have never been able to

Images are only hosted for 30 days at which point you will have to upload again. Avatar images should not be larger than 80x80 pixels.
There are many other free hosting services, though not all will allow remote linking for the likes of signatures/avaters on message boards. Google for more information.
