I believe they only do this for Ramadam RSLs in areas where there are considerably more applications for licenses which would be acceptable than there are available frequencies for.

Presumably then there's no point in putting effort into the applications as professionalism isn't taken into account. It explains a lot in terms of the state of commercial radio in the UK.

No it doesn't because no commercial or full time radio license would be chosen in this way.

I think in general if you apply for an RSL (an FM license for up to 4 weeks) and you have the funds you will get your license awarded to you regardless of what you proposed out put is.

In this case Ofcom has decided it would be impossible to look into the merits of all the stations as they probably on paper offering the same product and decided this was fairest to award the licenses.
