Isn't there a ripple effect in your NLE? Premier Pro gives at least a liquid ripple effect. You could animate a layer (of your St George Cross) with transparency over your BG video.
You could add a zoom + rotation to the layer to make it slightly more like a flag in motion.
A crude suggestion, but my best, cheap thought.

Ohhhh - do you want to add the fluttering flag in as if it were present in the shot?

There's a concentric circle dealy in the Video Effects > GPU Effects menu.
EDIT: You found it!
You can do some offsetting of the surface angle it is viewed at and where the centre of the concentric circles begin.
I would render it out before attempting any zoom/motion effects to keep it manageable. Perhaps you could set the background of it to a good keyable green to aid in the layering process.
