It depends on where you saw it. If it was on broadcast media then it is OFCOM.

Yes, the enforcement is the job of your local Trading Standards. But don't expect them to do anything about it. Whatever the reason may be - incompetence, underfunding, cowardice against big companies - they're as much use as a chocolate teapot in situations like this.

I complained to them a couple of years ago that KFC were running an instant win promo which failed to disclose details of a No Purchase Necessary route, and staff in 2 branches told me "you've GOT to buy a meal to enter" (completely illegal). Worse still, it was blatantly targeted at kids/teens. Trading Standards did absolutely f**k all when I reported it.

Most Trading Standards departments prefer to go after the little crooks selling counterfeit gear at car boot sales, a crusade that I feel should be funded by the big brand names and not by our council taxes, as it's entirely a matter of commercial brand protection.

Claiming exclusive rights to such a fundamental phrase as "You're wrong cdd" is like Microsoft claiming the rights to electricity. It's an essential service required for the smooth running of such a forum.
If, however, you were going to be dedicated to being online 24 hours a day (was going to write 24/7, but didn't like the Americanism), then maybe you should be a self elected cddmoderator. Until you can commit to such a position, it wouldn't be right to claim exclusive rights.
