Oh dear I seem to have royally confused everyone!
Same reason really. The point is the subsequent list is a selection of crappy non-UK domains so spambots who can read small text don't pick up an exclusively-UK list if they manage to filter stuff out (they don't get good results when priming for domains and get a poor yield because of the crap at the bottom). Like before it's just an attempt to differentiate humans from robots.
No doubt some clever person will pop up saying it was unnecesssary because (insert techie reason here) but it seemed like a good idea at the time!
By the way, maybe you can explain why we can't delete posts any more
