It's easyer than Photoshop IMO but I doubt you'd be able to create a website with videos, dynamic content etc, if you've never used it before. That said there are millions of tutorials out there, its best to follow them to learn the basics, or just nag other people who can use it to help (as I used to do).

There are essentially two parts of it, the graphicy bit, and the code bit. Don't try and take them both on to start off, just play with basic animations etc, then start applying code onto it (rollover effects and the like)...

creating animations is easy to learn and they look great !

but actionscripting ..... :!: GRR !

I agree that it's easier than Photoshop in terms of image editing, but unlike Photoshop you have to remember Flash has two sides to it, the imagey side, and the coding side... it's probably just me, but the complex scripts involved make it a far more difficult program all things considered!
