I have been to a family funeral today and this was a message on one of the cards on a bunch of flowers.

It's one of those Latin phrases which means something far different to how it sounds.

There are sections of the telecommunications industry which will tell you it ought to mean 'this internal telephone exchange is total rubbish'.
