Okay Nini and noel, here is a sort of story to help imagine it.
Imagine that Ofcom became irritated with ITV, and created a new regional network, promising to right the wrongs made. That is Network Six. The franchise regions are similar to the ITV Network, just with some extra regions, such as the East Scotland and Ireland ones. Also the Wales and West ones are separated.
One media company can own up to 2 (or 3) franchises, for example one company, Emoa Television, owns, at time of typing, NETV (North East) and GTV (North Scotland).
You can create a media company too, and enter some bids. Enter as many as you want, but remember the limit on franchise ownership. See the TVF thread or the link Jugalug supplied for more information on the portfolio.
