Thing is, there's no way of specifying what's within the law with your tactic, whereas going slightly over 70mph is definitely within the law.

Are we talking about the 75 in a 70? People in glass houses and all that -- we'll see who is stopped first out of the person who occasionally slips 7% over the limit (according to the speedo which may or may not have been 100% accurate -- and it will be overreading slightly as the MOT will fail *any* car that underreads), and the person who systematically hogs the right-hand lane shall we?
