I imagine the best place would be M&S or Debenhams. You didn't specify whether you wanted to stand on mens' or ladies' cardigans, but I imagine there would be quite a choice.
I would suggest that you didn't do it for very long in either store as you would be picked up by CCTV and approached by store assistants fairly quickly who would wish to curtail your pastime.
