Website Query - Help Requested

If you click here, you'll see a problem with my site which I don't know how to fix. You can see random characters such as 'Â' on the page. Now I know I didn't put them there myself, so how can I fix this problem?

All help gratefully recieved.

I can't even see that. I get:

Error loading language file , please check configuration
