How do you retrieve files?

More specifically, is it possible to retrieve files after they've been emptied from the recycle bin?

Yes, as the files are not actually deleted, but marked 'overwrite-able', although I'm not sure how you retrieve them, sorry. I'm sure there'll be someone on here who knows how.

It depends - how much writing/reading have you been doing to the disk, and how old are the files on the disk, and how long ago you emptied the bin?

For the best chance of recovery, you should avoiding writing to the media in question. The "Recycle Bin" is nothing more than a folder on the drive.

have a look at this tool:

the files there are just a few from a single run on my computer - by just saving this download and browsing the web (ie files changing in your cache) you could be overwriting those files, so try saving the above archive to another partition if possible.
