Change Windows PE executable DOS stub?

Does anybody know where I can find a utility that will allow you to change the MS-DOS stub of a pre-compiled Windows PE style executable?

A program called "Glue" is available from the website below:

http://www8.pair.com/dmurdoch/programs/

However, v1 will only work with 16-bit Windows executables; version 2 is not available online and costs money.
