No, something 'affects' something else. But you can 'effect' a change (i.e. 'bring into being') as a verb.

This happened on my iPhone for a couple of months - entirely randomly. Some apps would update instantly, others, the phone would spit out that error. TBH all that worked for me was a little persistence - waiting a minute or two and retrying seemed to work. Thankfully, it does seem to have stopped cocking up for me now, but I've no idea why.
