Why is Census Question 17 Intentionally Left Blank?

Incidentally, I'm thinking about learning Welsh for my Nana who speaks Welsh as her first language and is suffering from Alzheimer's. My fear is that her ability to speak English will erode as the condition worsens and I'll be unable to communicate with her.

Does anybody know of any easy/cheap way to casually learn Welsh?
