I can answer that one for you. She isn't The Queen everywhere nor is she the only Queen in the world. Therefore "The Queen" by itself is only acceptable in one of the countries in which she is the Monarch. We're just as guilty - we say "America" to refer to a particular part of the three-part continent of America. US citizens don't have a monopoly on the demonym American; it's just used sans qualifier. Technically Canadians are Americans too, but don't tell them (my cousins included) I said that!
