Incidentally the dots on the card are an accessibility feature as well, I believe it's one dot for debit cards and two for credit.
HSBC also mention that the large printed card number is an accessibility feature, so special cards for people who need larger print don't have to be requested and are accessible by default.

It's a major improvement for the poorest in society who can now access what everyone else has been able to access for the last few years, including those retailers that are contactless only, or cheap fares on London's transport system without having to pre-pay using Oyster.
The TSB Bank page for their basic account links to a page about the debit card which says it's contactless. But it's not clear if that basic account does or not.
