Ah, the article I linked to was updated.
Meanwhile, a message from the @wikimediadc Twitter account suggests that the outage is being caused by problems in the site's Tampa data center:

I was in the Wiki IRC at the time and apparently the outage was due to someone cutting through the cords. The Guardian have an article on it:
