'Luxury' items? What a joke. The problem with a complex tax system on consumer goods and services is that you end up with a bunch of bureaucrats who end up having to decide what will and won't be subject to the tax. It's ridiculously costly and thoroughly inefficient. That's why I will always prefer an all-or-nothing approach - you either levy the VAT/GST on everything, or you don't have it at all. When you start creating exemptions and loopholes, you make the system messy and difficult.
This, by the way, is one of my big concerns with those who suggest we should place a tax on junk foods to help fight obesity - how do you go about deciding what constitutes junk food. It's the epitome of the nanny state. I have visions of jellybeans being stacked behind shop counters alongside cigarettes.
