How can I add scrolling text to my website using HTML
I know there is a command called marquee but what context do i use it in?

Go into paint, make a black document, put some white dots on it: You've got a starry background.

Better still, play it yourself on an electronic keyboard, it is especially good when accompanied with a pre-set accompiament. Leave mistakes in—it proves you played it yourself
