Dubya admits that there were bombs in the WTC?

On Sept 15 this year, at a press conference, Dubya said the following...
"For example, Khalid Sheikh Mohammed described the design of planned attacks of buildings inside the U.S. and how operatives were directed to carry them out. That is valuable information for those of us who have the responsibility to protect the American people. He told us the operatives had been instructed to ensure that the explosives went off at a high -- a point that was high enough to prevent people trapped above from escaping."
Khalid Sheikh Mohammed was described by the 9/11 Commission Report as "the principal architect of the 9/11 attacks."
So, Dubya is saying that KSM and his gang planted explosives high up in the Twin Towers. Very interesting.
Why bother to fly planes into the building then?
I'll dig out the reports if needed, but I have read in a few places that whole floors of the building were shut for weeks before the attacks (and this was not a regular occurence).
Plus, I have read in a few other places (links provided when I can find them again) that sniffer dogs were not allowed in the WTC buildings a week before the attack.
So, if KSM did get people to plant bombs in one of the most security-conscious private-sector buildings in the world as Bush said, who in the WTC was complicit and allowed them to do this?
