It's actually not to replace the Council logo - I think it's another one of these 'promote the area' ideas that lots of agencies will try and use the same logo. These things nearly always fail or lose momentum. Plus tourist organisations usually get mixed up and use their own logos in addition to others and just end up creating a mess in literature/signage etc. Give it a couple of years and it'll be gone I think.
The website you posted seems to be full of talk and ironically only marketing students would be interested in the made-up pyramids and nonsense they've created (at great cost to the taxpayer, no doubt).
As for the image:
Ironincally, I find it pretty uninspiring.
Similarly realated, remember Scotland the Brand anyone? (thought not)
Parliamentary Answers revealed that that:
- The "Scotland the Brand" project received payments of £4,015,000 from Scottish Enterprise.
- £1,445,000 was paid to consultants in respect of the Scotland the Brand project from 1995 to 2003, out of the total public funding of £4,015,000.
- 21st April 2004, Scotland the Brand Ltd went into voluntary liquidation, with no decisions yet been taken about the shape a new promotional campaign might take.
