Going on your Council being the Scottish Borders (as you said when you posted in the Council logos thread), then you might want to take a look at
this page.
As it says, the deadline for registration in order to vote in elections held on 5 May 2005 was 11 March. You can phone them though and they will be able to tell you straight away over the phone if you are on the electoral register (as long as you know your full address and full name - not too tough really.) I made sure I did this after Edinburgh City Council removed me from the register when I actually asked to be put on the register before the congestion charging thing. It's definately worth checking.
Also, the electoral returning officer will send you an official polling card about a week before the election. This will contain your name, address, electoral registration number, date of voting and the address of your polling station.
When you go to vote, you don't have to take the card with you on election day but it speeds up the process. When you get there, you just show your card to one of the clerks - if you don't have it then you will be looked up on the register and crossed off.
