Okay so if you can tell hours after the event that it was Jamez, how come you didn't notice it when Admin registered?

Because "Administrator" probably only registered a few minutes before he began posting, on a Saturday afternon, off peak, when there were no mods/admin about. They don't x-ray every incoming member, Lorna, but they can look at posts afterwards and check the IP address, and compare it to a list of previous users who posted with that IP.

it's because the forum is setup that way.
sometimes when there has been a lot of trolls sign up to metropol/tvforum you've needed a mod or forum admin to activate the account - this obviously isn't happening at the moment.
the forum admin can tell it's jamez is posting because each post to the forum records his ip address. all the mods have to do is cross-reference the address 'skimpy knickers' was posting from and the new administrator user.
