There's just an air of desperation about the Tories at the moment - their baying for an "emergency debate" on the PBR stinks of them wanting to get a word in edgeways, knowing that they've been out-done in the can-do stakes, and as for jumping on this early draft as if it's rock-hard policy again seems as if they've got nothing better to do than raise hell about the tiniest things.
If something like that appeared in the Tory manifesto, they'd blame it on a typo.
