When I was in Norway and it snowed I told the chap I was staying with that they'd close all the schools and colleges if it was like how it was there... here.
He gave me a very odd look of disbelief.. but hey, they're used to it, maybe he should have realised we aren't.

I know what you mean about some parts of the UK being unable/unprepared for snow.
When I lived in the North-East we were guaranteed heavy snow each winter. Everybody was used to it though and coped accordingly. Getting to/from work didn't normally take any longer.
However, in Plymouth (where they rarely get snow) the city grinds to a halt. I remember when it snowed a couple of years ago (only a couple of inches) it took me more than 2 hours to drive the 4 miles to work because the traffic simply wasn't moving. Alot of people didn't know how to drive up an ice or snow covered hill and so there were accidents all over the place.
We haven't had snow here recently, but I noticed that it was bitterly cold when I was out walking the dog earlier. Needless to say his walk was shortened as I wanted to return to the warmth of my home. Oscar didn't mind this though as he's a bit of a wimp!
