Who says they don't already? All these decisions are programmed into (and partially generated by) computers, are they not?

They may be able to observe; as i'm sure some studies have shown that certain races are a greater risk, but that doesn't mean they can easily base premiums upon it. Quite what makes someone a particular race, and how do you measure it? Skin colour, parents nationality, self identification?

In reality they can build race into other areas of their pricing by using address and (in all likelihood) car type.

how does sheila deal with trans-sexuals? or trans-vestites? i mean just because you have a winky does it mean you are a man? what would happen, for example, if you felt more comfortable describing yourself as female just for the short duration of the phone call whilst getting the quote?

I'm sure Sheila wouldn't have a problem in giving you the policy, but you would have to remember (and prove) to be similarly minded when you had an accident and made a claim.
