Er...except (as they appear to have realised) it doesn't. NET MIGRATION does, which is a completely different beast. It's actually less people leaving the country to become...er...immigrants in other countries which has resulted in a spike in the figures.

Incidentally, there are 400,000 Irish, 300,000 Germans, 200,000 Americans and 126,000 French living in this country. Don't hear anyone complaining about them, do you?
