Every library I've ever been to requires a card to access PCs, and I've been to a lot!
I repeat, they are breaking guidelines. The PN should be free to all. We let people from all over into our library, no questions asked.
My libraries are member only, you have to enter your code and so on for access, but seeing as every program bar Firefox fails to open due to rogue software, the idea is not much good to me.
