If to own somebody means to babble on at them in a fluster, repeatedly dodging their questions, then yes, he certainly does that very well. Fair play to David Cameron for banging home the point (almost every week) that Gordon Brown can't give a straight answer - it certainly makes Brown come across as dishonest.
