Can DAB do anything like RDS/EON, where it switches from a network station to a local one doing traffic news?

Not, at the moment, but they are working on it, IIRC.

I'm beginning to think that the solution for Quality Digital Radio has to be online delivery, over and above the quality that streaming radio is at the moment. Say 512kbps as a base for the service.

The issue of bandwidth should be less critical than iPlayer type IPTV services. The internet radios on sale now enhanced with some small form of LCD display for an EPG application and baselevel browsers would be a good model upon which to base the service. Simplicity of connection and wifi connection to routers needs to be seriously considered first though. BT Vision type set-ups are far too complicated for most to handle.
