No. But there are loads of individual updates quite frequently - especially security updates for Quicktime which, like Windows updates, require reboots to install.

Well there are updates between 10.4.0 and 10.4.5 (I think) but they were much less of a big deal when they came out as the scale of change was a lot less than a windows service pack. Depends how you define "service pack" really. Certainly Jamez's smugness here is unwarranted, anyway
