Some forums manage to introduce a week's delay for new members between registering and allowing them to post. I don't know how feasible something like this might be on here and TV Forum, but it could remove the problem of trolls being banned and then re-registering minutes later.

As this is something I believe in strongly, I have created a signature for all to use! If you already have a sig, add it below your current one - it's made to fit snuggly under any 300 x 60 sig.
