Here's the one for Warrington, we used to be part of Cheshire County Council, which had a very 1980's C logo, but now it's updated and doesn't look too bad...

I've heard through the grapevine that the City of Edinurgh Council is currently about to undertake a rebranding exercise, so (from what I've heard from my contact at the City Chambers) that logo won't be around for terribly much longer. He never had a time frame for it, but apparently they are only doing it because the Scottish Executive is offering up grants for Councils to do so.

My home council is Highland:
As the area is so big (about the size of Belgium they say), they highlight local things like so, depending on which part of the area you live in:
Sorry about the poor quality of the second logo. I quite liked the logo when they introduced it in 1994, but now it looks a bit boring frankly.
One I really dislike is Aberdeenshire (tries too hard):
and Moray's can only be described as twee:
Just another 26 Scottish Councils left to analyse. Think I'll leave that up to you.
PS - I do remember (not sure if it's still done) that Midlothian Council used to completely plaster the sides of their vans and lorries in a PC-style "start menu" which had the department/service the said vehicle belonged to highlighted (like when you have your mouse over a program you're just about to launch). Things like Council> Environment & Community> Waste> Collection. with the other services on the 'menu' but greyed out. Quite clever, but looked a bit odd.

old area - cost £13,000 this logo did. it looks like a space invader with a leg missing
new area - it's got a girls name, and they run the council like a girl. and theres signs everywhere like "EL car park", it's like someone trying to talk spanish

Bradford's an interesting one near me, the old logo:
The new one:

The design brief seems to have been to make a good website header that can double up as the council logo, and not the other way round!

I think

is just the website header, not the logo, and

is still the logo, hence why both appear on thier websites main page.
