I would have preferred complete deregulation, but if they allow the stations to provide off-peak 'local' programming over a wider area, such as the West/East Midlands, it's a decent compromise, which would allow them to fully network breakfast and drive instead.

It's a similar thing in France where some of the quasi-national brands such as NRJ and RFM provide a local mid-afternoon show in areas where there are sponsorship and advertising deals which make it viable, while keeping the big shows networked from Paris.
