There would seem little point in submitting a picture, or pictures, to the feature without knowing that it or they would possibly be published. Notwithstanding that I do believe that they get secondary authorisation prior to use. I can ask a previous GSFRotW who I have as a contact on Twitter if this is indeed the case if you want confirmation.
