I doubt ECML will bother with a complete new colour scheme, it will be enough to remove the national express lettering and grey lines, slap the new logo on the white strip of the GNER blue trains. If it's govt run, they won't bother spending more than they have to will they?

If your IE8 is running slow and you have Spybot installed, try de-immunizing and disabling the SDHelper wotsit, as there's some sort of conflict with them. I did this on both an XP and a Vista pc and it works a treat.
